Overview

Basics

Basics
The National Forest Foundation (NFF), the USDA Forest Service - Lake Tahoe Basin Management Unit (LTBMU), and the California Tahoe Conservancy (CTC) have launched the Lake Tahoe West Collaborative to develop and implement a multi-jurisdictional, landscape-scale strategy that will restore and protect more than 60,000 acres on the California side of the Tahoe Basin, from Emerald Bay to Crystal Bay. This large-scale planning effort will be grounded upon input from key stakeholders and scientifically derived decision-support models incorporating water quantity/quality, carbon sequestration, climate change, fire and fuels, and wildlife habitat.

Notes

Notes
01/14/2024 9:00 AM Brian Garrett The LTBMU worked with BLM to reduce the scope of SNPLMA grant funding to completion of a NEPA decision for National Forest System lands within the Lake Tahoe West landscape and to complete a separate NEPA/CEQA decision for the Ward Creek Restoration project located within the Lake Tahoe West landscape. Ward Creek restoration includes stream reaches on CTC and NFS lands, implementation for this restoration project requires coordinated restoration treatments to occur on both land ownerships to be successful. CTC is leading the Ward Creek planning effort thru a Good Neighbor Authority agreement, the USFS is providing planning input and support. The Lake Tahoe West NEPA project decision was not completed in 2023, a draft EA is anticipated by May 2024 and a final NEPA decision by the end of 2024.
01/12/2023 1:35 PM Brian Garrett TRPA approved code change for use of ground based equipment on slopes >30% in 2022. This was a major component needed to increase access for forest restoration actions for Lake Tahoe West. The need for a NEPA/CEQA/TRPA planning document has been revisisted and a decision to complete NEPA was made in 2022, while allowing for elements of Lake Tahoe West to fall under potential CEQA streamlining efforts such as "Cutting the Green Tape" and SB-901. The Forest Service continued resource survey in the field in 2022 and began working towards completing Environemental Analysis review, with a NEPA planning decision anticipated by the end of 2023.
02/11/2022 7:32 AM Brian Garrett Interagency Design Team worked on development of altenatives and finalizing project description. Planning work largely stalled on the project mid-year as the team struggled with CEQA/NEPA alignment on many of the project details. Caldor Fire and other factors resulted in a delay of restarting planning for the remainder of 2021. Work on the LTW Monitoring Plan continued and resource surveys for the project area continued throughout 2021. TRPA completed water quality anlaysis in support of code change for equipment on steep slopes.
12/31/2020 9:26 AM Brian Garrett SNPLMA Round 17 funding received in January of 2020. USFS funding spent in first quarter of 2020 to support development of scoping documents, stakeholder engagement, completion of Landscape Restoration Strategy and field season/budget planning. Project scoping was completed in April/May of 2020.
01/11/2020 11:05 AM Brian Garrett An additional $250,000 of USFS funding provided to project to support continued collaboration/CTC staffing and USFS staffing. December 2019 - the Lake Tahoe West Landscape Restoration Strategy was released to the public. The project is now moving into the project planning phase (Phase 3).
03/04/2019 8:18 PM Brian Garrett $500,000 of federal fuels funding received and spent in 2018
01/08/2018 3:30 PM Brian Garrett Several agencies that represent the core team are providing matching funds to complete the stakeholder engagement process and products in Phase 1 and Phase 2 of the project. Funding has been requested thru Lake Tahoe Restoration Act to support that work and Funding for Phase 3 planning has been requested thru SNPLMA Round 17. No funding has been received for those efforts.
01/08/2018 3:28 PM Brian Garrett Phase 1 of the Lake Tahoe West Partnership was completed in 2017 with the completion of a Landscape Resiliency Assessment. Phase 2, development of a Landscape Restoration Strategy has begun and will be completed in 2018.
01/04/2017 4:14 PM Brian Garrett This project is in the Collaborative Stakeholder Engagement Process and will lead into project planning and documentation. The first Stakeholders Meeting was held on November 30, 2016 at the Homewood Mountain Ski Resort. Secured funding shown was received through a Prop 1 Grant to the National Forest Foundation to cover the first two years of the Stakeholder Collaborative Process. Several Agencies that represent the make up of the Core Team (USFS, CTC, CSP, TRPA, PSW, etc...) have provided agency funding (in-kind) at an estimated value of $90,000 in 2016 associated with staff time committed to supporting the Lake Tahoe West project.
