Basics
A key component of the Nevada Tahoe Resource Team’s contribution to the Lake Tahoe EIP is the evaluation of wildlife resources and habitats in order to implement protective measures and make management recommendations. This EIP project is an ongoing wildlife survey and monitoring program for the many sensitive wildlife species that occur on the Nevada side of Lake Tahoe. Project goals are to determine distribution, population status and trend, nesting success, and habitat use for Tahoe's species of conservation priority.

Explanation EIP performance measures are not designed to adequately capture wildlife survey work. In cases where survey work directly leads to protective measures for wildlife species and their habitats, the "Acres of Habitat Protected" category could apply. However, the focal species and habitat types that are available for selection are very limited. Acres surveyed for wildlife species can be found in the notes section, and accomplishments for some prior years were captured in the NTRT - Nevada Division of Forestry "Forest Restoration" EIP projects.

02/02/2024 10:23 AM Mark Enders Lake Tahoe Nevada State Park (LTNSP)
- 17 autonomous recording units deployed during summer season to assess activity of spotted owls within proposed fuels projects in LTNSP and within breeding territories. Data analysis with Kaleidoscope and Raven Pro software is currently ongoing.
- 1 northern goshawk nest monitored: pair was not present and territory has converted to long-eared owl territory. Will confirm again in 2024. (PIC)
- New active bald eagle nest was found at Marlette Lake in 2023 after two years of unsuccessful searching following the loss of their original nest tree in 2020. One juvenile fledged from the nest in July. (PIC)
- 1 osprey nest at Memorial Point monitored via ground and water from April - August 2023. Nest was active in April and was buffered and monitored during hazard tree removal along East Shore bike path in April. Nest was active during boat survey in May, but its success was uncertain during July and August surveys because juveniles were not visible from low angle.
- checked long-term reptile cover board survey transects in six distinct watersheds in LTNSP
- Surveyed for snowshoe hares at Van Sickle Bi-State Park and Spooner Backcountry of Lake Tahoe Nevada State Park. Only cottontails were detected at Van Sickle, but snowshoe hares were found in the Spooner Backcountry.
- Bird nest clearance surveys were completed for the Tunnel Creek Alternative Trail, a new trail being built at the north end of LTNSP.
- Flow rates on Marlette Creek were monitored and assessed for creek damage during an emergency release of water from Marlette Lake during the heavy 2022-23 winter.
- Wildlife habitat recommendations were made for multiple fuels projects, including the North Canyon shaded fuel break project in LTNSP, proposed broadcast burn projects on urban parcels near Crystal Bay, and fuels work near Round Hill. Snags and downed woody debris were a primary focus, but attention was also paid to shrub and tree species diversity.
- Continued to assist with wildlife input on the proposed project to repair the dam at Marlette Lake by providing data, expertise, and technical assistance for an Eagle Conservation Plan, which the project proponents are required to develop to receive federal permits. Discussions with USFWS have focused on likely short- and long-term impacts to the eagle territory, as well as viable avoidance and mitigation measures that should be implemented during the project, which will run from late summer 2024 through 2025.

Other east Tahoe Basin locations
- 2 peregrine falcon nests monitored on USFS and private land. One nest at Cave Rock fledged 4 young, while one nest at Shakespeare Point was active during the entire 2023 season with indeterminate nesting status.
- 1 peregrine falcon nest at Castle Rock monitored and protected from disturbance by implementing temporary hiking closure (reflected as 1 acre habitat protected in Performance Measures section) *multi-agency effort* Two juveniles fledged from the nest in 2023.
- 11 osprey nests monitored on USFS land. 5 were active in May, and only 1 was active by mid-July. Nest success uncertain because juveniles were not visible in nests from low angle.
- 1 bald eagle nest monitored at Skunk Harbor from May – July 2023. No activity was observed.
- conducted annual overwintering raptor survey on the east shore of Tahoe during Nevada Department of Wildlife’s annual Nevada Winter Raptor Survey.
- Surveyed for willow flycatchers using broadcast calling at Slaughterhouse Canyon. Also deployed autonomous recording units there to supplement active surveys. No willow flycatchers were detected during call broadcast surveys. Data analysis with Kaleidoscope and Raven Pro software is currently ongoing.
- Surveyed for snowshoe hares in five distinct watersheds in the Carson Range. Photos taken and genetic samples were collected for future analysis.
- 1,625 acres surveyed for marten in 6 creek watersheds in the Carson Range. None were found.
- Surveyed talus around Captain Pomin Rock in 2023 for evidence of pika occupancy. Old pika scat was found within the rocks, indicating that the site had pikas historically but no longer does.
- Acoustic bat recorders were used to search for spotted bats, an extremely rare species, at four cliff sites on the Nevada side of Lake Tahoe and adjacent Carson Range. Analysis is pending.
- Northern goshawk clearance surveys were completed near Marlette Creek for the IVGID Effluent Pipeline Replacement project on SR-28. No goshawks were found and the project was allowed to proceed without delay.

Lake Tahoe Nevada State Park (LTNSP)
- 440 acres of state land surveyed for California spotted owl
- 1 California spotted owl nesting territory monitored: pair was not present
- 5 autonomous recording units deployed during winter season to assess year-round activity of spotted owls near nesting areas. Data analysis is pending.
- 235 acres of state land surveyed for northern goshawks
- 1 northern goshawk nest monitored: pair was not present
- Searched for a new bald eagle nest at Marlette Lake over 5 survey days. Based on the behavior of the eagle pair during those surveys, they did not appear to have successfully nested in 2022. However, the presence of both adult eagles around Marlette Lake in June and July 2022 (i.e., the bulk of the breeding season) is a very good indication that this territory is active despite the lack of a successful nest. I would expect the pair to make a nesting attempt in 2023, so more intense surveys should occur in 2023 prior to any work at Marlette Dam, and a bald eagle conservation plan should be drafted for the project for review by NDOW and USFWS.

- 875 acres surveyed for marten in 4 different watersheds in LTNSP. None were observed.
- checked long-term reptile cover board survey transects in six distinct watersheds in LTNSP
- Acoustic bat recorders were used to search for spotted bats, an extremely rare species, at six cliff sites along the east shore of Lake Tahoe and adjacent Carson Range. Spotted bats were detected at the following sites: Shakespeare Point, Marlette Lake, Castle Rock.
- Surveyed for snowshoe hares at Van Sickle Bi-State Park, but none were detected.
- Finished 10-year interval monitoring for Aplodontia rufa at 40 sites throughout the east Tahoe Basin to determine whether they were still occupied. 100% of sites that were occupied in 2011 were still occupied in 2021-22. Additionally, 2 sites that were not occupied in 2011 are now occupied, indicating colony expansion due to population growth and improved habitat conditions.
- Sierra Nevada yellow-legged frog surveys were done at Spooner Lake and Marlette Lake in June. No evidence of yellow-legged frog presence was found. The survey will satisfy USFWS Section 7 requirements for the Spooner Lake Frontcountry improvements, as well as the Marlette Dam replacement project.

Other east Tahoe Basin locations
- collaborated with UNR to develop habitat model for California spotted owl for the entire Carson Range. Combined a multiscale habitat modeling framework with LIDAR data to assess species-environment relationships for both occurrence (foraging) and nesting.
- 2 peregrine falcon nests monitored on USFS and private land. One nest at Shakespeare Point successfully fledged young, while one nest at Cave Rock failed after nestlings had hatched.
- 1 peregrine falcon nest at Castle Rock protected from disturbance by implementing temporary hiking closure (reflected as 1 acre habitat protected in Performance Measures section) *multi-agency effort*
- 13 osprey nests monitored on USFS land. 6 were active in early June, and 4 were active in early July. Nest success uncertain for most nests because juveniles were not visible in nests.

Lake Tahoe Nevada State Park (LTNSP)
- 4,146 acres of state land surveyed for California spotted owl
- 1 California spotted owl nest monitored: pair was present but did not nest. Individual owls were found using habitat both inside and outside the Tahoe Basin, indicating a need for cross-jurisdictional conservation measures. Pellets collected for diet analysis.
- 17 autonomous recording units deployed during breeding and non-breeding seasons to assess year-round activity of spotted owls in high quality habitats and nesting areas
- 1 northern goshawk nest monitored: two juveniles successfully fledged from nest
- 1 bald eagle nest monitored: former nest tree blew down, new nest not found, further investigation needed in 2022
- 180 acres surveyed for northern goshawks at Tunnel Creek prior to Tunnel Creek Alternative Trail construction. None found.
- 2 osprey nests monitored via land and water. One nest tree at Bonpland Creek was blown down. One nest at Memorial Point failed.
- 3 watersheds surveyed for willow flycatchers using broadcast calling (North Canyon Creek, Secret Harbor Creek, Hobart Creek). Also deployed autonomous recording units at five locations to supplement active surveys (Edgewood Creek, North Canyon Creek, Secret Harbor Creek, Marlette Lake, and Hobart Creek). None found.
- 625 acres surveyed for marten in 3 different watersheds in LTNSP. Photos taken.
- checked long-term reptile cover board survey transects in six distinct watersheds in LTNSP

- Conducted 10-year interval monitoring for Aplodontia rufa at 33 sites throughout the Tahoe Basin to determine whether they were still occupied. 100% of sites that were occupied in 2011 were still occupied in 2021.
- Conducted bat acoustic surveys at 4 sites to learn more about occupancy changes due to tree removal and seasonal shifts in species diversity during fall and winter. Results pending.
