Minor projects receive a set amount of funds for support phases to split between all phases. Money can move between support phases, but not for capital. Also if the project does not finish one FY, the project will carry over to the next FY; however additional money might not be added (programmed lines) to the project. This minor project over spent the total budget (support and capital) in our system. Any overages would come from the FY statewide minor program allocation. The project is made whole on our FY allocation books, just not in our system. This project support phases overspent since we could not finish the project in one FY and had to carry over to the next FY. The construction capital for this project did not over spend.
